I got a great idea from Craig about how to use a marker file.

So what I have done is created a Directive Bundle to install our standard apps on a newly deployed system, then create a marker file on C:\. This directive bundle has a restriction that our marker file must not be present before it runs (that way it only runs on newly deployed systems). I assign this bundle to "workstations" so it covers ALL of the workstations without any administrative assignments made while the system is deployed.

Here is where I am stuck:

Some of my other bundles are installing BEFORE this app. I am trying to find a way to FORCE my initial system bundle to run FIRST (highest priority).

One idea I had was to have all of my other bundles REQUIRE the marker to be present BEFORE running.

I'm not sure that this is the BEST solution though. Is there any way to set a priority among the bundles?
