Normally I see this when doing a slpinfo /d (made up IPs)
In the client config I'm using static service location entries.

DA IP Address Source(s) State Version Local Interface Scope(s)
--------------- --------- ----- ------- --------------- -------------
192.168.1.5 CNFG UP SLPV2 192.168.1.3 NW2-SCOPE
192.168.2.6 CNFG UP SLPV2 192.168.1.3 NW2-SCOPE

If I reboot a device and during the reboot one of DAs is having trouble during the reboot, I'll see as expected:

Sometimes I might see:

It appears that slp never checks again after reboot.
I can get slp to update if I do something to reinitialize the network stack such as disable/re-enable the nic or change the IP address.

Two questions:
1) Is this correct, that slp checks the DAs state at reboot time and never again unless the network stack in re-initialized?
2) Is there a less intrusive was to get SLP to re-check the DAs state?
