Need a simple quick answer from anyoner who is familiar with education

type sites concerning Bordermanager 3.7, proxy functions and access
rules (involving Novell associated content filtering products). All Ineed to know is a yes or no answer so I can either invest in
corrective surgery on our servers or ditch and move on to another

Do education WANs actually have success using the above? When we use

our proxy it cuts access speed to near dial-up speeds (down from an
OC3 fiber line with 3m of direct Internet connection). We only need
the proxy because it is required by content filtering software.
