Border Manager 3.0 on NW5.0

I have an issue with proxy.
Browsers on workstations are configured for proxy server 10.0.0.1 port
8080
I can check access control log.
My access rules work fine.

Suddenly I discovered that I can remove proxy settings in browsers and user
can go to the Internet without any restriction.

Before if proxy was not set in browser, there was DNS error instead of web
page.

What to check?

I know that my system is discontinued. But it works good.
