We are experiencing the following problem when trying to use a (very
secure) government website.

The website is accessible (i.e. login not a problem), and many parts of
the site work fine.

But certain pages (i.e. the ones that the users actually want to get to -
isn't that always the way) are displaying raw HTML code in the browser
window rather than what that HTML should be producing.

Although I don't know if this is the problem, I do note that the page (as
per the raw HTML code I'm reading) contains activex, xml, and javascript.

When I bypass the proxy server, the problem does not occur.

We are using BorderManager 3.8, and it is used for proxy services only.
