We have a BorderManager 3.7, SP3 server running on NW6.0, SP5.

When a client tries to access an IIS web site that requires credentials to
acess it, the client receives the following message:

"You are not authorized to view this page
You do not have permission to view this directory or page due to the access
control list (ACL) that is configured for this resource on the Web server.

HTTP Error 401.3 - Unauthorized: Access is denied due to an ACL set on the
requested resource.
Internet Information Services (IIS)"

The client is not prompted to enter credentials; it immediately displays the
above message.

If, on the BorderManager we disable the firewall and set the browser on a
client to not go through the proxy the user is prompted for credentials and
the site displays correctly.

If I access this page from a client that is behind a PIX (no proxy) you are
prompted for credentials and the pages displays correctly.

A sniffer traces shows that the site is nor requiring any special ports.
Also a trace at the BorderManager firewall shows that access to this site is
not being blocked by the firewall.

I believe the problen is with BorderManager but not sure what or where
