I've had several software packages fail on install because they have not been able to write to the C:\WINDOWS\winsxs folder under Windows 7.

I can manually go in, take ownership of the folder, then grant "Administrators" rights to access the folder and the bundle will run without a problem. However, messing with this folder is generally not good practice so I don't want to use that as a solution in a production environment.

I've tried each of the settings under advanced for the InstallMSI and each one ends up in the same failure, code 1603. Any suggestions on this or where and how to troubleshoot? All my users are logged into the local machine as "Administrator" via a ZCM11 DLU policy.
