Netware 6.1, Border Manager 3.7, Client 3.8

I have a user who is getting this message on a laptop running XP Pro.

He is using Ipass to connect to the internet, and LAN VPN login to try and
connect to our server.

I understand that the system was working, but was set up by someone else
and I do not know how much testing was carried out.

I have not found much information about this error message except a
posting here dated Feb 2003 that suggested removing and reinstalling the
VPN client.

Any suggestions as to how to remedy this situation?
