I have a user that has created several distribution lists, and this user is finding it difficult maintaining those DL's.

1.) First question

When a user creates a DL on their own, there is not anything from the administration level that can be done, is that a correct statement? In this case would the user be controlling their own DL lists?

2.) Second Question

What have people done in respect to DL lists? Is it better to try to let the user create their own, or do so from an Administrative level? I would think that I already have my answer however; just need to show additional confirmation.
