11.2.3a - users NOT local admins

Having an issue on some (not all users) that presents itself as such:

When setting a registry key in HKCU: (pertaining to IE)
[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Internet Settings\Zones\2]

we get a ZCM Registry error launching the bundle. Setting the same reg key manually from command line works just fine.

Here's the kicker: When exporting the key from ZCM the reg file contains not only the key/value in question but also:
Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion]

[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Internet Settings]

[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Internet Settings\Zones]

[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Internet Settings\Zones\2]

[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Internet Settings\Zones\2]

Now take this file and try to REG IMPORT it and the commandline gets the same type of registry access error that the ZCM bundle launch does.

Now remove the HKLM titles from the reg file and do a manual REG IMPORT and presto it works again...!

#1 why does ZCM export unneccesary (empty) Keys in the reg file ??
(Because that is what fails the reg edit action)

I consider this a bug....
