I understand that policies are not supposed to be persistent -- user
policies should be reset on logout and device policies should be reset
on shutdown. I'm not finding this to be the case.

Even after a logout/shutdown, if I disconnect from the network (cable
unplugged), power on and login with a 'computer only' account, I still
have policy-based settings in effect. For example, folder redirection,
which causes havoc for a number of apps since the profile is still setup
to reference network paths.

The ZCM agent still shows the device associated group policy and remote
management policy as effective.

How can I ensure that policies are reset/removed/deactivated?
