Thanks for the answer, it was very helpful. I've created the rule and
I'm waiting for our Oracle guys to give me the tool to create test users
in the lab to confirm its function. If problems arise, I'll post in the
other forum.

The 5 year difference was my mistake, I had used a user object that was
actually out-of-sync with that value.
When synchronized I see that the ID Vault has a value that's greater by
a factor of 1000 so I believe you are correct that it's using JTIME
while the Oracle system is on CTIME.

I shouldn't need a reverse rule in the Output Transform since no change
for that attribute will ever come from the ID Vault, changes will only
from Oracle.
