Password filters catch all password changes that happen in MAD on DCs
which have the filter installed. There is, in theory, no way to set the
password that gets through the API since that would defeat the purpose
of the filters. If you have passwords stored in some other datastore (a
database on a DC outside of MAD) then, of course, those will not be
picked up the same way.
