How have you made it do this waiting? I am pretty sure that GW accepts
the move operation and sends IDM the 'ok' long before it is done
potentially. IDM is serial in nature within the scope of a single
channel, so this (one event, then the next) behavior would be the
default, assuming the application supports sending back a success only
after the event is completed.

I think the best way you have to do this is to do something on the IDM
side to stall events "long enough" but who knows that is. A user with a
10 GB mailbox will take longer than one with a 10 MB mailbox. A simple
sleep in the policy could slow things down, or you could setup something
to trigger sending the event to GW on some kind of schedule (one per
minute maybe) from the eDirectory side of things (set an attribute to a
certain value on an object every minute or so via LDAP and have the GW
driver config act based on that).
