Sorry, I've been busy and haven't had a chance to follow up on this. I
just tested it here, and had no problems getting <modify-attr> with both
<add-value> and <remove-value> for Network Address like:

So, it seems to work fine for me. If you're still reading this, and
having the same problem, you may need to open an SR with NetIQ support to
find out what's going on.
