I am having a problem starting up my Entitlement Service Driver. I
added another entitlement policy and on startup I get the error below.
After removing the policy I am still getting the same error.

I have been making many changes over the past few weeks as we rework all
of this area. I am currently around 40 entitlement policies with trying
to add about another 5. About 12 of them have 8-10 entitlements with
the rest having fewer than 3.
