Greetings,
The Administration Tab is appearing for your normal users because
you did on the following:

1) Set them to have security equals to another user/group that has Admin
rights
2) Granted them an "Admin" Role. That could be a delegated Admin role
(like giving sub-rights under the Role Administration Role).

You need to understand why your "normal" users are seeing the
Administration tab and then it will depend if it can be hidden.
