I had the same problem and could resolve it the following way.

There is a configuration object (nrfConfiguration) in the
"RoleConfig.AppConfig..." container. The attributes
"nrfResourceGrantRequestDef" and "nrfResourceRevokeRequestDef" have been
unvalued. I assigned the standard resource request approval workflows
"Resource Approval.RequestDefs.AppConfig...." to both attributes with
iManager. Resource definitions worked perfect afterwards.
