You can assign different policies directly to the user object using a
Null driver in IDM, there you create rules that assign the correct
policy based on your criteria. The driver will then update the
nspmPasswordPolicyDN attribute on the user object to point to the
correct policy. It might be hard for a beginner to achieve but any IDM
developer with some experience should be able to do it.
