We have an instances of SSPR that, upon a helpdesk password reset,
needs to send the password to the user via email. When this happens,
the user gets 2 messages. The "Helpdesk Change Password Email" and the
"Send Password Email (Advanced)" messages.

Is there a way to stop the SSPR system from sending the "Helpdesk
Change Password Email" when the Helpdesk changes a password? We don't
want the end users to get two messages upon a reset.
