I think you're on the right track with going to the database directly if
you really want to see the offset changing day-by-day. Other silly
ideas include (if you're on Sentinel 6.1 or Sentinel RD) using the
migration utility which is now available to export everything and then
parse its output, though honestly that may be more work than just going
to the database directly.

If you're on Sentinel 7 the REST APIs may let you peek in and see things.

I think the best way to do this is to setup alerts if you do not receive
data at a database's collector for a day. If that's the case e-mail
somebody like the DBAs or yourself or a group of people who care. No
work at that point; if no data come through it is likely that you are
not receiving data at any level, though these alerts can be setup at
multiple levels for whatever purpose suits your needs.
