The system: Red Hat 7, eDirectory 9.03

The issue: If the system is rebooted for any reason, eDirectory appears
to start, but if I check status with 'ndsrepair -E', it tells me the
local database is closed. In order to fix this, I have to stop
eDirectory with 'ndsmanage stopall', delete the nds.lck file from
/var/opt/novell/eDirectory/data/dib, then run 'ndsmanage startall'.

Where should I look to determine why the lock file is not being removed
when eDirectory shuts down?
