I noticed in the 2017 Update 4 patch notes that there is a fix for the Technician Application where it doesn't start if CMD access is prohibited. We are on Update 3 currently, but we're seeing an issue where Technician Application won't launch whether I have Administrative CMD access or not. Some machines work fine while others don't. I'm in the process of moving to Update 4, but not positive this will fix my issue, so decided to go ahead and post here for a possible solution.

I don't remember having an issue with any Updates before Update 3.
