    Creating Permission in Identity Governance

    Hello,
Is it possible to create a permission in Identity Governance ? I don't want to collect permission from data source. I need to create a permission in IG and then assign that permission to business role.

    Thanks.

    Greetings,
It is not possible to create a permission in ID Gov. Permissions
must be collected from Application source(s). Once Permissions are in
the Catalog one can then create Technical Roles, Business Roles, or both
    depending upon your Business requirements.

    Greetings,
The only way to get Permissions into the ID Gov Catalog is the
collect them. Be that from the actual Application (if we have the
specific collector), via JDBC (if that is an option), or finally via a
    CSV file.

Note: It is possible to create your own custom Collector via the SDK
Toolkit if the above three (3) options do not work for your business need.

Overall, it is not possible to "create" permissions in ID Gov.
Permissions have to be collected. Technical Roles and Business Roles
    are created within ID Gov.

You could use a Text collector and generate a text file that defines the
permission, and then assigns it to users as needed.

Not through the gUI the way you wanted, but doable.
